Speaker Bio’s

Jeff Gorsky

Before Jeff Gorsky joined Berry Appleman & Leiden LLP as Senior Counsel, Jeff served as Chief of the Legal Advisory Opinion section of the Visa Office in the Department of State. For over a decade, he led the team and provided legal guidance to consular officers worldwide on visa matters. During his tenure in Washington, DC, Jeff was a trusted advisor to senior policymakers and worked closely with counterparts at the Department of Homeland Security, the Department of Labor, and the Department of Justice. He assisted the Department of Justice on civil and criminal visa matters and testified for the government as an expert witness on visas. He twice earned the State Department’s Superior Honor Award. Jeff also served in various positions at US consulates around the world and, before joining the government, worked as a criminal defense lawyer. As Senior Counsel with Berry Appleman & Leiden LLP Jeff works in the Washington, D.C. office. The government relations group helps to shape immigration policy, regulations and legislation and offers strategic guidance on working with government agencies. Jeff is instrumental in overseeing the firm’s compliance and government affairs practices.

Ur Jaddou

Ur Mendoza Jaddou is currently in private practice. Prior to this, she was the Chief Counsel, USCIS Office of the Chief Counsel. She previously was responsible for developing and executing congressional strategy for the U.S. Department of State, as deputy assistant secretary for the Bureau of Legislative Affairs. Her responsibilities included critical work on the reauthorization of the Iraq special immigrant visa program.

Earlier, Ms. Jaddou served as chief counsel for the Subcommittee on Immigration and Border Security, U.S. House of Representatives, and as senior counsel to Representative Zoe Lofgren.

Ms. Jaddou is a graduate of the University of California, Los Angeles School of Law and Stanford University.

Elizabeth (Betty) Stevens

Starting in 2008, Ms. Elizabeth (Betty) Stevens served as an Assistant Director with the Office of Immigration Litigation’s (OIL) District Court Section In this capacity, Ms. Stevens became OIL's go-to person on derivative citizenship, naturalization delays, worksite enforcement, visa and visa petition processing, retroactivity issues, pre-final order detention, and the reinstatement process, earning three Civil Division Special Commendation Awards. Earlier with DOJ, Ms. Stevens served as an intern at the Arlington Immigration Court and the Board of Immigration Appeals, and then as an Attorney Advisor with the Arlington Immigration Court before moving to OIL in 2003. On December 31, 2016, Ms. Stevens retired from government service with the Department of Justice. At this time, Ms. Stevens is consulting on immigration and citizenship law and immigration litigation.

Ms. Stevens received her J.D. magna cum laude from George Mason School of Law in 2001, and a B.S. in the Arabic Languages from Georgetown University. Before law school, she absorbed immigration and nationality law through her various stints at U.S. Embassy consular sections in Greece and Ethiopia, the passport office, and private immigration law firms. She was introduced to habeas law during a clerkship with the Eastern District of Virginia.

Ms. Stevens is an active member of the Federal Bar Association, and currently serves as Treasurer for the Immigration Law Section.

The District of Columbia Chapter of the Federal Bar Association was chartered in 1952. The chapter's geographic boundaries are the District of Columbia.
